Help required with Rise of Rome campaign

I'm writing some rules for a campaign in which the players command Roman armies against the various enemies in the Rise of Rome book. One thing I need to know is which enemy nations from these book could potentially field the largest and smallest armies. The size of the forces will be randomly generated, but certain nation will get a modifier if they could field particularly large or small armies.

I know the Carthaginians fielded some pretty large armies against Scipio in the 2nd Punic War. They had something like 100,000 troops divided up between 3 seperate commanders in Spain and I believe they fielded a single army of about 75,000 against him in Africa before Hannibal was recalled. I guess I'm not sure what is considered large but compared to Scipio's relatively small army they were pretty big.

Yes, I think the Carthaginians will get a +1 modifier when rolling for the size of the army. Who else could field an army greater than 50,000 ? Gauls, Seleucids, I would think ? Any others ?

The manpower resources of Egypt were pretty large, I imagine. I doubt if any one one Gallic or Spanish tribe were that large, though an allied army combining tribes might be?. Parthian Empire? Not sure about other North Africans...Jugurtha gave largish Roman armies a run for their money!
