Naval Fleet - Tattered Flag

I seem to remember that in Field of Glory 2 which I haven't played in a while that a tattered flag for a unit indicated that it was disrupted or something. In the FOG Empires game were are playing one of my fleets has a tattered flag. I couldn't find in the manual what that meant. How does the naval unit recover? Thanks.

In Field of Glory 2 tattered flag means that your unit suffered some casualties. It's an easy way to indicate that unit is below 75% strength, and therefore receives -1 to Cohesion Tests and has negative Melee Strength Modifier against fresher units. The more damage unit receives, the more tattered flag becomes.
In FoG Empires that means that your stack will suffer from starvation at the beginning of the next turn. So, if your fleet stays at the open sea or around non-allied port at the end of your turn, it will suffer from starvation before any movement happens on the next turn. Sometimes the game can't predict what gonna happen like if you stay in the pillaged region and on the next turn it recovers before food consumption, which makes your army forage successfully before taking hit from starvation. There are few more niche exception I won't cover here.

No, it means the unit wasn't able to (fully) be supplied last turn (possibly it did suffer attrition too, if it had been unsupplied the turn before that too, and so on), and if it doesn't have a valid supply-source now, then it will suffer attrition.

Oops. Right, I forgot to mention that, thought that was obvious by default. I worded it wrong I guess. Let's talk about ship example. I meant to say that if you start in the port and order your ship to move in the open ocean, the flag doesn't become tattered right away. You press end turn button and at the begging of the next turn your flag becomes tattered, despite ship not losing any effectiveness cause supply calculated at the very start (ship received it from the port). Now when you are chilling in the open ocean your flag becomes tattered, warning you that whatever you do ships will be unsupplied at the beginning of the next turn. The flag stays tattered even if you order your ships to move to the supply zone, cause the same logic applies - flag doesn't become normal right away. The difference is that after pressing next turn your flag won't turn normal at the beginning at the next turn, indicating that you will be supplied. It stays tattered to show you that your fleet suffered some attrition damage, so what you said is applies here. At least thats how I see it.
Late edit: "Fleet logic" (after pressing end turn in the region with enough supplies flag stays tattered) occurs only if every unit in the entire stack starved last turn. Partial starvation being consistent with a proper logic, displays flag in standard form, which means that unit will be able to re-supply fully at the beginning of the next turn.
