Axis operation : Bug or feature?

Hi,
I've just completed my first axis operation : spanish civil war and imported my core into axis operation 1939.
And I really don't understand something.
In AO : SCW I've selected the trait that I can't buy any artillery. Fine
In AO : 1939 you start the campaign and you can change your traits, and this time I didn't take that trait as I wanted to buy artillery.
But on the screen it is exacltly as if I have taken it. I can't buy new artillery or upgrade my current one to not-captured one.
If I start a AO : 1939 campaign without importing my core I can see that I can buy those new 15 cm guns.. but it's not available at all in my save..
Did I miss a feature or is it a bug?

On the opposite I've selected Slow modernization in AO : SCW and if I don't take it in AO : 1939, I can upgrade as many units as I want..
My only trouble is for my artillery.
Same if I start a new AO : 1939 and import my core directly.
Looks like it's really connected to the deny artillery trait.

yeah i think i saw somebody else had this problem as well on the previous topic dont know if it got fixed

I purchased AO'41 and updated to 1.20. Then when I finished my second SCW campaign and started the AO'39 campaign with this core - both immediately after and quitting Panzer Corps 2 and restarting. Even though I got to choose my general's new set of traits for the new campaign, I am still "denied artillery" even though I didn't choose it. I had done so for SCW.
When I look at my list of traits (hovering the mouse button on the iron cross symbol) "denied artillery" doesn't appear, but I can only purchase artillery captured during the SCW campaign. German artillery still doesn't show. This is even after waiting a day and importing the core by starting a new campaign (about 10 times so far!)
The same problem also happens with my more advanced core. When I start a new AO'41 game and import my core, I still can't purchase German artillery even though I didn't choose "denied artillery". I had chosen that option for AO'40.
I was able to choose different general traits between campaigns prior to the 1.20 update and this problem didn't happen before.
UPDATE: The problem goes away once the first scenario is finished. German artillery show up for purchase at the beginning of the second scenario.

It happens with any general trait that impacts the purchase of new units. Denied Airforce, Denied Artillery, Retrograde, etc. I had Industry Connections in '40, but not in '41. But I got 15 PzIIIJ prototypes from last year's industry connections when I started the Zagreb scenario.

The issue exists for the first scenario of a new DLC.
On the second you can buy as you like.
If it is a bug it is low priority and wouldn't get fixed soon.
