Where can I find ALL early German Army unit packs for purchase in Polish campaign, as ONLY Panzer II and upwards, are available for purchase, but no Panzer I, on OOB World War II ver 8.1

What Polish campaign are you talking about?

The last version of the game is 9.0.0.

Indeed, it's recommended to update to the most recent game version. There are no separate unit packs for OOB.
Usually a bunch of units get added in every DLC, and a public patch close to every DLC release gives the same units for people without a particular DLC.
In rare cases few units are made available via data edit (for example if they were included already, but set to nopurchase earlier for some reason)
