I always put him in my least experienced fighter. I choose fighters because I hate not having air superiority, and I choose the least experienced one because Galland earns his unit experience very quickly.

Galland has 'Aiming Assistance' which give the Recon bonus to adjacent units.
So it builds Experience faster and can help other attacks. Including ground unit attacks.
This is different from Recon in that Recon is next to or on the target, not the shooting unit.

I put him on my least experienced fighter.
If he is protecting a bomber, he should be next to the bomber before the bomber attacks to get the bonus.

Galland has +2 initiative so pair him with aggressive counter attack on any fighter. He will always shoot first, whether attacking or defending. It is a near-OP combination, especially as you earn a few stars and your aiming improves.

And if you add the avoid supporting fire hero as well, then he will take less damage from enemy support fighters and AA. You just have to decide if you want to concentrate your hero power or spread it around.
