load error 3:000065432

Just purchased game with DLCs from steam for my PC. After installing/reinstall/verify content several times i keep getting this load error. Windows firewall says Fantasy General II has access. I tried running as admin,nope
I know this is a steam error cause I saw it with PG II. PG2 runs fine.
