Adjusting the Rules for Random Scenarios

For those that like to play random scenarios, here is an adjusted 'Rules' file specifically for that type of game.
Because the negative traits have less of an impact on a single scenario, my good friend came up with a great idea of adjusting certain 'Traits' to increase the difficulty just a little.

These Rules are designed by my good friend for random scenarios.
We use them for our random & created scenarios vs each other.
The 'quick game' setup in the Main Menu uses the 'RulesrandomMap' file.
(BACKUP ORIGINAL)
For scenarios generated/created via the Editor, use the 'BryansRULES' file.
Just type it in the 'Custom rules file:' location under 'Scenario Params'.
The adjustments are, primarily, on the 'negative side'.
That is where some of the 'automatic choices' have been nerfed.
We both agreed that the 'Arrogant' trait should be worth a little more.
Any critique/input is most welcomed.
