One scenario with Great Britain as an ally & the other with Russia as an ally.

By any chance have you tried uploading to Steam Workshop? Based on other content I've tried, custom scenarios and campaigns seem to work well with the Mod Manager.

I have not, though posted this with a link in the Steam forums.
I shall check out the Mod Manager, however...thank you.
A good friend & I have revisited this game & are playing random scenarios as challenges vs each other.
As good as the Main Menu Random Scenario Generator is, the Editor offers so many more options to setting up a particular scenario.
The plethora of options per editing the Rules to scenario creation makes this game a wargamer's dream come true.
