Can hoplites in an allied army be upgraded to drilled per the Mercenary section from 450?

My point really... I've been accused in the past of walking to my on beat.....

the list for the Greek allies say hoplites can be upgraded to drilled from 450BC if Mercenary and 370 if citizens...

If I am allowed to have a Black Sea Greek ally in 313BC (from the Skythians) can I make them drilled?

Off hand I can't see why anyone would think you couldn't.

Which more or less could include the Black Sea area.

The Skyth between the Caspian and the Black would be considered Asiatic by most....Certainly more so than MiddleEastern....

Asia Minor includes.....?

I believe the "Asiatic Greeks" in the list represent the Ionian Greeks (on the Aegean coast of what is now Turkey) that were under Persian control for most of the Classical period until liberated by Alexander the Great.

If they are west of the Urals, they are European.

Roughly modern-day Turkey except for the European part. So it is geographically possible to be both in Asia and on the Black Sea, but the list writers may have used special definitions (did they say so in the list notes?)

Actually Sea is not Land so the Black Sea isn't a continent now is it? 8)

You can be on the shores of the Black Sea while standing on land.
