If I skip the SWC and start with 1939 DLC:

*do I get any heros?
*do my core units start with 0 EXP?
*any other negatives with this GC start I should consider?

Yes. To offset every campaign's random hero acquisition, jumping into a later year DLC provides a cadre of heroes.
Yes and no. The preset force has some experience on them, but as always, new purchases always start at 0 experience.

The goal is to make every DLC something you can immediately jump into. No one is forced to play every previous DLC to have a fighting chance in the DLC they choose to jump into.

It's generally accepted an imported force is always better than the preset... but the presets are at least competitive and not just a total blank slate.
