Unable to complete a route?

Page 99 says, "Battle groups that cannot complete a route by any of the above means are destroyed...."

I can not think of a situation which is not covered in the text above this sentence that would bring this rule into play. What am I missing? What are possible circumstances where this rule would apply?

Page 99 - obstructions, 4th bullet, second section says routers halt 1 MU from any enemy BG or if already closer do not move at all. That would seem to complete the route. I agree is makes more sense to destroy the BG in these circumstances, but I don't see that in the RAW. Perhaps I am misreading the rule.

I believe that means the rout is not completed, they stop and are destroyed 1 mu away

An example would be a BG of cavalry one base deep. If hit front and rear by enemy and routed they cannot turn (because the bases are wider than they are deep). So it cannot complete it's rout move.

So with a 7 mu rout I move 1mm but stop 1mu from enemy my rout is complete and I'm fine. What about the next jap. I move nothing but still fine?

I think that just because the situation is covered it does not mean that the "rout move has been completed", so if a unit does not move its full distance the rout move has not been completed and is the main reason why BG's are destroyed after a rout move.
