Are cavalry mounted infantry???

The message from my black market read "Many good-quality armour sets have arrived in the black market .... (An infantry unit might have been improved)" The only infantry units I had in the region were unarmoured skirmishers. But the heavy cavalry unit that was present got the armour upgrade despite not being infantry.
