Can you create new Add Traits?
for example, (Beng) can cross rivers
(camo) is invisible.
but can you create a new one that adds +1 movement?

No I cannot create a new trait. This would require the source code.
Yes I can attach/remove traits from units types by editing equipment.pzeqp. This will modify ALL units of that type.
Example: increase move for all maus tanks from 3 to 4
Example2: set traits to something crazy like: "alpine beng meng para close fortkiller minesweeper"
movement type 9
You can also modify heroes in a specific savegame. Heroes have slots for any possible attribute like movement. So you can increase movement for a a+1 hero.
