If another country asks for an alliance, the only options available are to accept or reject the offer or to declare war (that one has always seemed a bit of an extreme response to a friendly nation). Would it be possible to add a request for a cooperation agreement as a fourth option? I usually like to improve official relations with friendly nations, but I normally avoid formal alliances as they mostly just drag me into a series of wars that are not in my best interests.
