Kerenski offensive

Enjoying this great mod! One question, since I got a bit burned with the Brussilov offensive event, to make it clear: Does the Kerenski offensive work as written in the manual or has it also been changed?

Okay, here's what will happen, according to the script:
Russia consumes 200 manpower and suffers a collapse point.
Russian units will spawn at the first Russian city still under Russian control from a list of possible cities.
If Belarus is threatened these cities will be checked in the following order: Minsk or Vitebsk or Novgorod.
If Belarus is not threatened these cities will be checked in the following order: Kiev or Gomel or Karkov or Rostov.
Units will appear in a radius of 2 hexes around that city with a 50% chance per hex.
Hexes must be under Russian control and empty.
Units will spawn at unit strength of 8 instead of 10 because of Russian war weariness.
