Is there any way to build a Super Germany Army?

I've Tried to play the "Large Allied" Mode against AI,
but I really could not beat Soviet and England at the same time
I've also tried to mod the files in the data folder(the "unit" file)
but it works for AXIS and ALLIED both
Therefore........
Is there anyway to change the unit ability ONLY FOR GERMANY???

(ex. Ground attack change to "30", Ground defend change to "24"....etc.)

One way to do it is to set the starting tech levels in all areas, or the areas you wish, to the max level at start. Also, I'd up their starting oil level to a very large value too; because, units at the max level will burn a large of oil.
