units are set automatically to skip

hello,
I've noticed that some of my units is automatically set to skip next turn, so when i click on them manually i see their action is set to the arrow that indicates (skip this turn) i know for sure i didn't set them to skip in the prior turn , it happen when i have 20 or 30+ units not in early turns.
Its really irritating when you have 70+ units you have keep track of who moved and attacked and who didn't since the ( select unit ) button above the mini map will only choose your next idle unit that has no order given to it yet and since some of them are set to skip, the button will ignore these units (unless you click on them manually) and leave them at bad spots to get killed.
im in version 1.7.3 , hope this will be addressed soon, thank you.
