What happened? How do I get the panzer? Do I need open space in my unit roster?

It should show up automatically, you do not need open slots for it.

Make sure hex 4,3 is open. I am playing this right now and it arrived at the start of turn 2.

I restarted the scenario and it worked, I think the hex was blocked the first time or something? not sure..but it works this time..thanks...
