Dialog Pop Up Doesn't appear

I am having a devil of a time to get this Pop-Up box to open!
Is there some trick? There is a previous Event Pop up on the turn, I'm wondering if that has something to do with it.
It's a very important event and I want the players to acknowledge it so they don't miss it.
I have messed with all the settings - turn, event type (turn start, any event, etc.) and addressees. Any ideas why the Dialog Pop-up doesn't appear?

Does red alliance move before green and is green the human alliance? If so, then the dialogue box could be "appearing" at the start of red's turn only. To remedy this, try selecting the green alliance in the condition. Also, just to be safe, I would make it a "Turn Start" event.

Thanks -- that s where I started from.
Toadal bafflement!
I guess I'll see if an event pop up will work but I'd like to get them to confirm that they know there's a whole division in their reserve box.

So, if the AI is set to go first (as in a defensive scenario) the Dialog Pop-up doesn't work
unless you set it for the Allied Team Turn.
So you have to set turn for the Allies on the turn you want it to go on. I am sure there are some other subtleties but this is the basic truth of the matter.

One sets up the trigger to go at Allies turn 9. There are three allied nations, the AI goes first, settings as illustrated.
The Pop-up actuates on Turn 9.

Heh. How is that different from "Does red alliance move before green and is green the human alliance? If so, then the dialogue box could be 'appearing' at the start of red's turn only. To remedy this, try selecting the green alliance in the condition"?

Hey Conboy what ya working on now that I can play test woo hoo - its another headache to make these things. Hey !!! WHENEVER I CHOOSE "ANY EVENT" WHEN RELATING IT TO A POP UP IT SEEMED TO NEVER WORK - There seems to be imo a lot of ghosts and hauntings in the triggers so I always had to do it where I make a specific thing occur like a specific turn which sucks cause it can limit you. Thats why one of my scenarios I have to tell the player to move at least one unit at least one hex in order for the pop ups to work otherwhise they would not but it was probably because the AI was going first as you found out which gets back to the concept of ANY EVENT SHOULD GENERATE THE STUPID TRIGGER cause any event should mean even a human event.
