Trouble getting reloaded

I had to reset my computer and in the process lost both my Steam and Slitherine OoB installations. I can get the slitherine version to work but the Steam Library button is broken.
(see picture) How do I get the Steam Library to reopen?

I would try to download and install Steam again in case something's corrupt in your present installation.
This is usually the quickest fix when something's wrong in life

Fan sounds like a tracked vehicle when I'm running Chrome and OoB.
It's an ASUS laptop so the fan is very hard to get to so was hoping a software cure would help. It didn't...
I gotta get a new one and put this in reserve.
I really liked this ASUS. Never had one that lasted 3 years - I'm abusive - lots of travel (pre Covid anyway) and sort of sloppy with software.
