shooting POA against Medium foot

I played a game tonight against my brother and he pointed that one of the shooting POA has two possible meanings and we want to know how other players interpretate this POA.

+POA for shooting at unprotected heavy or medium foot.

I have always played it as +POA for shooting at either unprotected heavy foot or unprotected medium.
My brother pointed out it can be interpreted as +POA against unprotected heavy foot or +POA against all types of medium foot. In defense of his case he pointed out most previous rule systems penalise the use of medium foot when it came to being shot at.

Which interpretation is correct?

the + POA is for shooting at unprotected heavy foot or unprotected medium foot.

Armoured heavy foot and armoured medium foot are both harder to shoot.

In many other games (like the old WRG rules) medium foot would by definition be unarmoured so you have medium infantry and light medium infantry then heavy infantry and light heavy infantry.

Hope that helps (well the last bit could be extra confusion but was there for information)
