What the flip is a " Download Community Scenarios button"?

The "Download Community Scenarios button" doesnt appear in any part of my BA2 game, and I have no idea how locate it-does anyone have any information they can impart to me?

just make sure your using the latest version of the game, 1.04 etc and it works as designed and shown
