Is it possible to add optional City Reconstruction Feature?

Played ICBM for some 10 hours, and it is THE thermonuclear wargame I would like to have, Great Game!!
But as far as I can see, ICBM is actually simulating the long-term run of nuclear arms race between superpowers for decades, if that's the case, would it be possible to add an optional City Reconstruction feature in the future? For instance, if City Reconstruction is turn on, once a city is bombed, it will cost some of the GDP (slows down science research and construction of unit) and slowly recover from the nuclear attack, until its population and GDP output gets back to "intact" level. The recovery rate of the city is proportional inversely to the total warhead tonnage hit the city(the more severe the damage is, the more difficult it would be to recover) and proportional to the remaining GDP of the faction (the more productive the faction is, the more easily it would be to recover) .
Will this be an interesting and feasible feature? Thank you very much for your timeļ¼
