It's a generic scenery. Like my Tram will be ))) Or the Horse wagon (although I plan on making national variants later)

I don't think I'd use it with the French personally, but I could definitely see ways that I could use it as a neutral unit placeholder for a "rescue" plane to protect. It's a useful additional little tool in the designers box

Yes, I remember (now) that when we talked about migrating a few specialty units from the official Battle of Britain mod, that it would be "as is." The "Population Center" (city) unit seems to have been transmogrified into "Factory," however (hint: if it is still possible, does this mean the city unit could be moved over as well, just as it is, and be yet another welcome addition?).

I argued that the modified He-59 SAR was simply beautiful in the first place but also that, since it lacked national markings, it could serve as a "rescue/mission" plane for all factions. It was a nice gesture to include it in the official game and much appreciated. (The British Defiant Mk.I was also moved over from BofB.)
I do have a suggestion, though, Shards. Since it is available to all factions, it might be better to rename this unit to something like "Rescue Plane" in order to break the link in people's minds to an aircraft of German origin. I believe that is done here, in english_17.txt and presumably the equivalent files for other languages:

Also, under the heading of "pushing one's luck," is there a simple toggle for the Factory unit that allows the designer to change its facing by hovering over it and pressing Shift + R? It is allowable for Population Center, as you can see here; uniform default facing on the left, varied facing on the right:

Attempting to do the same for the Factory unit fails, however; I threw in some varied coastal guns to make sure that it wasn't something else other than the Factory unit itself not being capable:

Interesting. If it can move and/or shoot in unmodded Order of Battle, it can be rotated. This includes Sea Fort, presumably because it can fight. But not radar (the antenna turns by itself but the base cannot be rotated), nor fuel depot, nor oil pump, nor airstrip, nor bunker.

Yet, in BofB, Population Center can be faced in different directions. I must assume, though, that it takes a bit of work to make that happen. If it's too much, never mind.
I would rename the He-59 SAR unit, however. I have already done so in my game:

Yes, and you are just the person to call his attention to them! "Hey Bebro, that fellow Bru has some interesting suggestions and questions here. He may be a pain in the neck, but he does come up with some good stuff once in a while!"
