Will ICBM be coming to Mac? I just bought it in Steam and can’t install it

It is confirmed to work under Wine.

What is Wine? Will I have to buy it again? And do they plan on letting it run on Maxthrough Steam or do we not know yet

Probably you need DRM-free version for it - please ask Slitherine support
