Soundtrack and Wallpapers on Steam

I just purchased the complete bundle of Warhammer 40,000: Gladius - Relics of War and easily downloaded all parts, including the soundtrack and wallpapers. So far, so good. Then I went about getting Steam keys for everything, which was also incredibly easy and I had no problems. However, when I got down to the two remaining items, soundtrack and wallpapers, in place of the expected "Get Steam Key" link, there was no link, just a message saying, "Steam Key: On your Steam Library."
This is obviously not a big deal - I already download the items in question - it's more that I just don't understand what this all about. Why is this the way it is? Is there a particular reason? Would I have seen something about this if I paid more attention to the fine print? All I really want to get out of this is some understanding. Is there anybody out there who can explain this? Not really looking for hypotheses, just somebody who really knows what this is all about.
