Subgenerals with Command Range 8?

I don´t quite understand this; shouldn´t SGs in a custom game have CR 4?

The manual says the following, but I've always believe that there's only C-in-C (8 CR) and SG (4 CR):
Command range varies with the command ability of the general. You can
see the command range for each of your generals by selecting his unit and
toggling on the Command Range display (see above). “Troop Commanders”
have a command range of 4 squares, “Field Commanders” 8 squares and
“Great Commanders” 12 squares.
How to know if a general is a Troop, Field, or Great Commander?
Of course. If you have a cavalry reserve, the C-in-C will be assigned to that, and the infantry centre will get a range 8 SG. If not, the C-in-C will command the infantry centre.
All other SGs are range 4.
So the only way you can control it is to position a central cavalry reserve before completing force selection.
I seem to remember I had a few games with 2 Cavalry SGs R8.
