"Healer" trait

Is this trait useful? Is it cheaper than "normal" repair button? It "immobilizes" the receiving unit, too, so I'm confused about its utility.

It has been ages since I've tested it, but doesn't the healer unit repair 3HP even after the unit has moved? The downside are "regular" repairs with experience loss.

I am also confused about its utility. I thought in the very least it should be free, if it already doesn't repair 5 points but only 3 points. But no, it costs just a little less than normal repair, but takes away experience , as you say, and the jeep can't have moved before (the other unit can).
Pretty bad ability, considering the jeep takes up 1 command point, that you might rather use to have an infantry unit instead of an engineer or sth similar.
