bug+workaround: takeover core to next campaign doesnt adjust strength

I start GC39 with axis and allies strength +5
so units have by default strength 15

I play GC40 with the same params

on GC41 start I use some default preset difficulty

ACTUAL:
axis existing core units have strength 15
axis new core units have strength 10
allies units have strength 10

EXPECT:
I would have expected to have axis core units to have 10 base strength
