A chap at Steam asked this question but I don't know the answer-

"ON tank soviet infantry?
Could you make an upgrade to put soviet infantry on tank like they do at first because no vehicles to move infantry.

Chances are he may have came across one of the custom scenarios (likely one of the Multiplayer scenarios with modified features such as allowing tanks to carry troops into battle), and wondered if that was also something possible in the base game for single player. Technically it is possible to do the whole "tank riders" thing in the game, however there are only two methods in which it can be done: 1) Making a custom scenario and "loading" an infantry unit onto a tank that is already present on the map (this would allow you to carry troops into battle with the tank, however once you deploy the unit you can't load it back up, so effectively the tank goes back to being a normal unit), and 2) modifying the game mechanics to have tanks function similarly to transport vehicles; I've seen this in a few community-made multiplayer scenarios, but the same cannot be said with single player scenarios.

To answer his question: no, you cannot in the normal mechanics. BUT, it is possible with the use of mods.

This game is never going to get another official update, so it is obviously not possible for the base game.

As for scenarios and mods, nothing could be easier, you just put a 1 in the units Transport column in the Squads.csv file. I did not do it for my Skirmish mods because of the graphical issues that Pip mentions in the Steam thread, but more importantly there is a huge game play problem; the tank riders should be extremely vulnerable to enemy fire, but in the game they would be invulnerable while being carried.
