how do you proceed and do your Army and commendation points go with you?

Your Commendation Points do not carry over to later Campaigns, but your Army and Equipment do.
However, the Axis Operations that follows 1939 is scheduled for release in December, so you can't continue at all yet.

No AO40 starts in Norway.
Well in Dec it will.
It requires a mod to transfer AO39 army into main campaign.

A mod is kinda a catch all term for unofficial modifications for a game. Wether thats changing the stats, adding custom scenarios/campaigns, creating custom units, adding additional camo and insignia designs, etc. Usually used primarily for PC games do to not being able to access a games code on most consoles.
Games nowadays tend to have at least some modding support built in, in Panzer Corps 2s case you have the obvious scenario editor that comes built in. With that and some coding knowledge people can make there own PC2 campaigns, in fact there are at least 3 in the PC2 Scenario Design forum.
Modding communities can give more life to a game's lifespan. One obvious case is Star Wars Empire at War, a strategy game released in 2006 that still has a dedicated fanbase and modding community keeping the game alive. Skyrim and Fallout 4 are also huge games for modding, to the point Fallout 4 has mod support for the PS4.

After I have all required objectives, the operation ends and rebriefing starts, sofar sogood, but I cant see that my core forces are stored in a save to continue in the 1940 - I have tryed to play the last act several times and the result is the same - I cant see if my core force is getting saved, is this normal? I think I can remember that in the SCW DLC, we got a question after the last battle, if we wanted to save our core force, in the 1939 DLC no question is ask, so I wonder if the Core Force actually is saved automatically in the background ?
Btw Im looking forward to the 1940 DLC, which should be out today - but sofar nothing on the shelves in the Slitherine Shop
