Is this a bug???

(1) Spearmen charge light horse.

(2) Light horse evades.

(3) Ensuing spearmen charge into light foot (already fragmented).

Doesn't fragmented automatically break when charged by same or higher class unit???

No they don't.

BTW, the fragmented enemy unit does not look like Light Foot to me.

Sorry, I meant medium foot. The unit charged was light horse.

No. It takes a cohesion test. If it passes, it stands.
