So the game worked perfectly fine for over 500 hours now until today.
I loaded a game mid-campaign (AO1939) and the units could not move anymore, none of them. They still can attack but cant move.
I deleted all other saves, reinstalled the game but it didnt help.

When starting a new campaign all works fine though.

Any ideas what to do?

edit: started a new campaign, all fine until mission 7 when suddenly midgame one AT unit couldnt attack any more for the rest of the mission. Somethings wrong here...

I'm experiencing the same issue today, trying to reload from yesterday's save. Somewhat bizarrely, I can use some infantry and artillery in combat, but no unit is able to move. This is despite being at the beginning of a new turn (Persia Turn 15 - 1941 Campaign). The "next unit" button finds and allows said combat but then ceases to operate when only movement is allowed. I'm not prepared to even restart this scenario, never mind the whole campaign !

I figured it out by now. You have to delete the contents of the folder C:\Users\User\Documents\my games\Panzer Corps 2\Cache\Blank_NoPz1Map
