Panzer Corps 2 -LOSS of Auxiliary Forces

I have just begun my third time playing the 1939DLC.
Of my attributes, Auxiliary Forces was one.
However, upon conclusion of the Czech campaign, THAT went away.
When attempting to purchase them for the Saarangue scenario, I NO LONGER had the ability to purchase ANY auxiliary units.
What's up? And how come it went away?
