Some scenarios don't provide transport planes... if a specific scenario doesn't provide transport planes, you can't airlift them and only deploy them as ground forces.

Yeah it is the limits set on that scenario. Pete is right, by the by Pete I finally was able to record a new broadcast for BE 2.0
