Movement

It strikes me as odd that units can move at the same pace going uphill, through marsh, through heavy woods or rough terrain as through open terrain. If nothing else, maintaining such a pace in non-clear terrain would result in negative consequences such as excessive fatigue (reduced effectiveness), sprained ankles or broken legs.

It depends whether the terrain is Open, Rough or Difficult. Some unit types can move at normal speed through Rough or Difficult, most can't.

For a given unit type, such as medium foot, it doesn't seem right that that unit will move at the same pace uphill or downhill, in clear terrain or in marsh or heavy forest.

Maybe so. But if you reduced their ability to move in such terrain by one tile, then they'd be moving one tile a turn - exactly the same as Heavy Foot - and that seems wrong, too. Without a more granular movement system, allowing Medium Foot their full allowance in rough seems the only way to differentiate them from Heavy Foot.
