I thought the Carthaginians were supposed to have mercenaries?
I also have conquered a location that has the mercenary recruitment center, but still no mercenaries.
My manpower is basically approaching zero.

Having a Mercenary Recruitment Center in a region just lets you buy them there.

You don't need the Mercenary Recruitment Centre to recruit mercs as Carthage. For Carthage, each province has a single type of mercenary unit associated with it, which you don't need to build anything to be able to recruit. Go to the recruitment menu for a province/region and the list of units should include one of Mercenary Skirmishers, Mercenary Horsemen, Mercenary Warband, or Mercenary Hoplite (and possibly another I've forgotten?). Those are your Carthaginian mercs.
