Setting the start year of rules did not do the trick ...

There is no hardcoded minimum date...

Perhaps that's another ruler but with the same name? Can't say your issue rings a bell to me.

May I present the Zombie king of Elam in the year of 777 BCE.

Has previous not died from hunting accident, inspecting the city etc. but now didn't die from old age.

As soon as I hit 750 BCE everything works again.
I also think no new generals appear before 750 BCE.
This is from a scenario starting 814 BCE.

Which code controls the dying/ascending of new kings? maybe I can find the reason.

Changing the start date of leaders to -10000 made the generals spawn again, which did not happen with the rulers.
