I realize these are fantasy scenarios, but there does seem to be a few too many units appearing early. The scenario takes place on 27 January 1940. I just shot down a Russian LaGG-3. Wiki lists the first flight date of the prototype as 28 March 1940 and introduced in fighting units in early 1941.

It is indeed a fantasy scenario, but perhaps that is too fantasy. If 1939 gets a patch, which it might for some other things such as prestige, I'll consider this for change. Maybe, no promises.
Thanks for the input though!

Well, the same correction needs to occur for Katyushas and Il-2 in Polish scenarios - they appear too early

Also, The Germans getting 35 KV-2 tanks at the start of Denmark for commendation points is unrealistic also. The Soviets only had a couple of prototypes during the Winter War that they tested. German intelligence had no idea about the existence of this tank until they encountered them on the battlefield in Operation Barbarossa. Yes they did capture some then at that time.

Gifts and goodies are handled differently. A player has the power to opt out of using equipment at will, at any time. They can't opt out of fighting enemy equipment though.
Best examples are Verjeda 2 and Azul infanterie.

True.
But why give the Soviets rocket artillery in 1939 to begin with?

It's not
really being given to the Soviets...

A'hem!... I think what
"nexusno2000" should have said... is...
"why give the Soviets rocket artillery...
[Ret: … and other weaponry to other factions... when these weapons in-fact may not have yet been available or did not in actual-fact... have been supplied to them originally in the first place] in 1939 to begin with?

Some upcoming changes for next patch:
Raate Road
LaGG-3 fighters replaced with I-16s
Taipale
LaGG-3 reinforcement fighters replaced with I-16s
Most starting LaGG-3 fighters replaced with I-15s
Lone remaining starting LaGG-3 fighter souped up with overstrength, experience, and a named hero
So instead of LaGG-3 showing up commonly as a standard fighter, which it is clearly too soon for, now this one unit can be thought of as the enemy receiving a Prototype unit to play with.
And they loaded the special prototype with their choice heroes.

Maaaaybe its possible to increase the difficulty of AO39 with the patch ? I dont like the idea, to change difficulty between dlcs. Spain FM - AO39 Generalissimus with Manstein, then maybe i have to switch down to FM again for AO40. Is it even possible, to use manstein for AO39 and then not for AO40 ?
What i am trying to say is, the dlcs shouldnt be so different in difficulty. Make spain easier, or AO39 harder. So everybody can set his GC diff, without switching between dlcs.
