Playing as Syracusae, the persians left some infrastruture on store for me. This must be a bug?

That's probably the accumulation of infrastructure from their 'Arsenal of the Empire' modifier where they gather 5% of all their production in a single region. I did not expect it could go so high admittedly, and I see some nerfing is in order!
