[Gameplay Bug] [Movement issues on winter maps, e.g. engineers and dense forest] [v8.5.6]

This issue has come up multiple times now, it's super annoying when it happens, and I'd like to know if this issue was identified and will be fixed in future updates?

By now it is obvious to me, that some combination of climate/weather (or whatever) in the scens causes units to be unable to enter certain terrain if their total MP is less than required to enter that hex (chassis.csv). In my understanding, every unit should be able to move at least to the adjacent hexes and/or attack into hexes as long as they are not (in general) forbidden to enter that hex in the chassis.csv file.

Example (still working inside the Huertgenwald/Endsieg DLC scen):

Engineer has 4 MP, and in "default" climate entering "pine_forest" costs 4 MP, so all's good. But in winter, the costs of entering dense forests go up to 6 MP and then it stops working. Engineers can no longer enter OR attack units inside those hexes.

(The only possibily to get the engineers inside "pine_forests" is, if they have transports with >6 MP and are adjacent to the hex. But this was tested inside my mod where all units can enter dense forests - this solution won't work in the vanilla game, I suppose)

Yes, it seems too harsh not to be able to advance a single hex for infantry. At the very least they should be able to attack targets in it, even if not able to advance in that terrain.

I asked the dev years ago about units attacking into terrain they can't move into.
The answer was that attacking into a terrain and moving into it was kind of linked (my recollection of the answer).
So units may only defend against an attack from terrain like this.
