why not allowing a split between movement and attack?

I really enjoy this game, it is remarkably simplified over similar titles, which perhaps downgrades technicality but enhances playability. But still, it retains a solid historical credibility. I have the good fortune of playing against a human opponent so really can't complain.
There is, however, a feature which I find sightly irritating. I don't undestand why the attack must immediately follow movement, i.e. it is not possibile to have a sequence such as SELECT UNIT A-MOVE UNIT A-SELECT UNIT B-DO WHATEVER-SELECT UNIT A-ATTACK WITH UNIT A. This does not seem realistic, and actually prevents exploitation.
Was this a deliberate design choice or will it ever be addressed in a patch?
