Which one is used by the game? I suppose the .csv, but then why is the .txt still there? Do they have to be identical to avoid errors or can I safely ignore the .txt?

It is my impression that when you see .csv files, the .txt versions with the same names are vestigial. Why they are left in, I don't know. I do remember the original designer announcing that he would be using .csv for some files because they were easier to maintain.
