Amounts of units alive at end scenario

I tried a dozen times but the trigger system absolutely evades any logic to me. The same trigger fails with an alliance and works for the other, with the same parameters. Victory conditions trigger accurately for hotseat mode, but are wrong when I test it with AI side.
I now resort to openly ask for someone to teach me how to achieve my objective: I have a scenario where I'd like to punish players for mindlessly sacrificing units, through primary and secondary objectives and relative triggers.
Alliance A must not have less than 24 units alive (50% of starting force INCLUDING REINFORCEMENTS) at the end of the scenario to win a Secondary Objective. Must not have less than 16 units alive (33% of starting force INCLUDING REINFORCEMENTS) at the end of the scenario to win a Primary Objective. Alliance A receives 13 units on Turn 5 for a total of 48 units at max capacity.
Alliance B must not have less than 27 units alive (50% of starting force) at the end of the scenario to win a Secondary Objective. Must not have less than 18 units alive (33% of starting force) at the end of the scenario to win a Primary Objective.
What kind of triggers do I have to write, and how? I tried everything, writing 8 triggers, but the < and > seems to work weirdly... A's secondary trigger works with one set, B's work with the opposite signs...
