Leadership is good on a unit you want to regularly be adjacent to: Pioneers for their entrenchment reducing powers, or recon cars for their accuracy boosting power. Extra initiative is akin to having an extra mass attacker.

Defensive minded heroes are definitely harder to get mileage out of, but they do make for good enemy heroes. I'm put them in vanguard units, the units that you end your turn with close to the enemy. Usually SPAT like StuG IIIGs.

Kerensky is the scenario designer for the AO campaign. He is the one adding heroes to AI units you have to deal with.
So his definition of "good enemy heroes" and yours may differ.

Vanguard is front line leader, ie your first TigerI will be your 'Vanguard' tank unit.

Superior Maneuver - Gets +1 initiative for each point of movement speed advantage over the enemy. I like to use it on an 8 move recon.

fierce fighter is +1 attack for each adjacent enemy. I might put that on the same recon that has superior maneuver, so they can sneak behind enemy lines and take out artillery, which are typically next to other units. Then you can fall back so you're not around a bunch of enemy units. Or a fighter that will be attacking other fighters escorting bombers. Infantry is another good use, especially in a city. I haven't had a Combat Luck hero yet, but read another post saying to put it on a fighter to ensure you take out low strength airplanes.
