Slitherine

I've played Fall Rot (2VAI) twice now, and I could have sworn that the first time I play it, the SS player received reinforcements somewhere around turn 5. Playing it the second time and we got nothing. I just played Raseinaiai for the first time, and despite receiving a message that I (playing the Russians) would get air support in one of the early rounds, none ever materialized, not as units on the board or as Command Points. The German player received them. Not only that, but I couldn't see any airfields on the map. Has anyone else experienced similar?

Checked Fall Rot (2VAI) scn briefly, there are a lot of possible RP rewards, but from what I see in triggers no extra units for Ger or SS. If one side didn't use all CP initially though it could have used those RP rewards to field more units in some playthrough.
