Hi

I have been assuming that knights and cataphracts are not
cavalry for the purpose of determining if you should dice for
complex manouevre.
This was recently challenged by an opponent and i found i could
not find in the rule book anything that said explicitly that knights
and cataphracts do not count as cavalry for movement.
Am I right

Cavalry, Knights and Catafracts are separate troops types see page 128. References to cvalary only apply to cavalry it is not a general term for men on horses

The general term for blokes on horses (and some others troops) is mounted. Cavalry, Knights, Cataphracts and Light Horse are all blokes on horses but only cavalry are cavalry.

I would love it if my undrilled knights could maneuver like cavalry, if they could they would not however be 3 points cheaper than drilled ones.

Camelry that isn't heavily armoured is also cavalry, all Camelry is mounted.

Just to clarify, cavalry and camelry are two separate mounted troop types (p. 14). However, camels that are not heavily armoured are indeed generally treated as if they were cavalry (p. 128). Camels that are heavily armoured are handled as if they were cataphracts.
