Questions on Industrial Connections Combined with Retrograde

I've been playing with this combination in my most recent SCW campaign, but something keeps bothering me about the prototypes I'm getting: They're all prototypes that would also be prototypes if I didn't have Retrograde on. Does Retrograde not influence Industrial Connections' possible choices? Is there any way to make this combination shift the Industrial Connections selections earlier?

Edit: the reason it bugs me is that I always treated Industrial Connections as the counter to Retrograde, but with the smaller list of possible vehicles in SCW, Retrograde and Industrial Connections are way more restrictive in their possible choices. If Industrial Connections doesn't choose from an earlier list, then the only way you can hope to get any vehicle "on time" is to get that vehicle very early, which seems counter-intuitive to me.

It is a form of counter to Retrograde, but it doesn't use Retrograde's list, which most Wehrmacht players consider an advantage (as it effectively allows you to get access to units much earlier). It will not give you prototypes of units that are currently unavailable to you due to Retrograde.

This seems like a particularly bad combination for SCW, though, as Industrial Connections is just just as likely to give you worthless Italian prototypes, and Retrograde leaves you without any units in several classes for the first part of the war.

To me it feels a bit more thematic, especially since the introduction dates in the campaign are a little early for things anyway (or in the case of the Verdeja, complete fantasy). To me, Industrial Connections adds an inventory management aspect that feels much better to have for an expeditionary force of "volunteers" with limited official support.

It's definitely not a good choice to make if you want a more powerful force, but it feels more fun.
