Question about spotting range

Moved Panther along green line - it has a +1 spotting hero, which makes it total range 3 hex.
Weather is "Clear "(Dry)" - which for me means I have no limited sight whatsoever.

Still - the Panther did not spot the AI's infantry when in original position - just by chance I moved 2 hex forward.
One more hex movement (which spotting range as I assumed it predicted it to be empty...) and I would have hit into a surprise attack...

But I dont understand why I did not spot the infantry...

This shows initial setup, no moves made. Infantry not visible and weather as mentioned in first post.

I think your spotting tank is on the Southern end of this map as it shows 3 hexes their, but not up North where you are pointing...double check your heroes

Not to hijack this tread but when it comes to spotting range(s), do all cities and airfields have a spotting range of 2 hexes?

I suspect that this goes down to 1 hex during cloudy, rainy or snowy conditions as our units do but I'm not sure.

I always thought it is just one hex when they are empty?

city hexes and airfields have vision on units right next to them. So they both have a spotting of 1. Other objective hexes have 0 vision. (These are mostly in mods and some of Afrika Korps, that I can think of.)
