I am Rome ... winning ... now, I have already neutralized Macedonia, but I am a little concerned that Egypt could get its act together and pose a legacy threat.

Without creating an alliance with Macedonia or implicating Rome, how do I engineer Macedonia to go to war with Egypt?

In the diplomcy panel you can ask nations to 'go to war with...' (or 'make peace with...'). That should do the trick.

But TBH it has never worked for me so I don't know the chances and what influences them.

Yes unlike other options, there is no tool tip or info on how far or how close ...

I agree. Very cumbersome not to know the chances of a faction accepting to go to war against a third party, or even to negociate compensations like other Transactions.
